Use rails-bootstrap-forms gem

This gem provide lot of helper to simplify form rendering on bootstrap.

I think we should use it for gitlab form.

I want to start a PR about it, but I prefer wait you approbation before.

I didn't open it on feedbacks because it's a more technical suggestion, hope I did it right, tell me if not. 👍
