Emails have incorrect URL in link to project

Sometimes, and only sometimes does gitlab send the correct URL in the email that occurs after a user is given access to a project. Most of the time, I am getting links relative to http://localhost:3000 instead of the correct http://HOST:PORT/gitlab. I am digging in to see if I can determine why this is occurring.
